वीरगंज । पर्साको छिपहरमाई गाउँपालिकाका अध्यक्ष मनोजकुमार गुप्तासहित चार जना तथा एक विज्ञापन एजेन्सीविरुद्ध अख्तियार दुरुपयोग अनुसन्धान आयोगले भ्रष्टाचार मुद्दा दायर गरेको छ। अख्तियारले बुधबार विशेष अदालत, काठमाडौँमा मुद्दा दायर गरेको हो ।
अख्तियारका प्रवक्ता सुरेश न्यौपानेका अनुसार प्रतिवादीहरूमा छिपहरमाई गाउँपालिकाका अध्यक्ष गुप्ता, तत्कालीन प्रमुख प्रशासकीय अधिकृत सिकिन्द्र प्रसाद साह, तत्कालीन लेखापाल सञ्जय पटेल र विज्ञापन एजेन्सी केएस मल्टिपर्पोज प्रालि वीरगंजका सञ्चालक कमल कुमार उपाध्याय रहेका छन् । साथै, केएस मल्टिपर्पोज प्रालि वीरगंजलाई समेत प्रतिवादी बनाइएको छ।
प्रतिवादी मध्येका गाउँपालिका अध्यक्ष गुप्ता नेकपा एमाले पर्साका उपाध्यक्ष समेत हुन् । उनी जिल्ला एकलै दाेस्राे पटक छिपहरमाई गाउँपालिकाकाे अध्यक्षमा निर्वाचित भएका थिए । अख्तियारले विशेष अदालतमा भ्रष्टाचार मुद्दा दर्ता गरेसंगै उनी स्वयत पदबाट निलम्बित भएका छन् ।
अख्तियारका अनुसार आर्थिक वर्ष २०७९/८० मा छिपहरमाई गाउँपालिकाले विभिन्न पाँच वटा विकास आयोजनाका लागि बोलपत्र आह्वानको सूचना राष्ट्रिय दैनिक ‘सौर्य दैनिक’ पत्रिकामा प्रकाशित गरेको दाबी गरे पनि सम्बन्धित मितिमा ती सूचना पत्रिकामा प्रकाशित नै नभएको पुष्टि भएको छ। सूचना प्रकाशित नगरी फर्जी बिल तयार गरी विज्ञापन एजेन्सीलाई कुल ४ लाख २९ हजार ४०० रुपैयाँ भुक्तानी गरिएको अख्तियारको ठहर छ।
छिपहरमाई गाउँपालिकाको खरिद इकाई समितिले २०७९ असोज १६ गते निर्णय गरी असोज १७ गते सौर्य दैनिकमा सूचना प्रकाशन गर्ने निर्णय गरेको तीन वटा आयोजना—खानेपानीका लागि ट्युबवेल जडान, छिपहरमाई स्टेडियम निर्माण तथा चार कोठे भवन निर्माण—सम्बन्धी ठेक्का नं. १८/२०७९/८०, १९/२०७९/८० र २०/२०७९/८० जारी गरिएको थियो। तर, सार्वजनिक खरिद नियमावलीअनुसार राष्ट्रसेवक कर्मचारीमार्फत हुनुपर्ने पत्राचार अध्यक्ष गुप्ताले आफैं बदनियतपूर्ण ढंगले गरेको अनुसन्धानबाट खुलेको अख्तियारले जनाएको छ।
एजेन्सीले असोज १८ गते सूचना प्रकाशित भएको जानकारी दिएपछि गाउँपालिकाले २ लाख ३३ हजार ९१० रुपैयाँ भुक्तानी गरेको देखिए पनि प्रेस काउन्सिल नेपाल तथा सौर्य दैनिकबाट प्राप्त प्रमाणित पत्रिकामा २०७९ असोज १७ गतेको अंकमा छिपहरमाई गाउँपालिकाको कुनै सूचना प्रकाशित नभएको पुष्टि भएको छ।
त्यस्तै, २०७९ मंसिर १८ गतेको खरिद इकाई निर्णयअनुसार दलित आवास भवन निर्माणका लागि दुई वटा ठेक्का (नं. २/२०७९/८० र २२/२०७९/८०) को बोलपत्र सूचना मंसिर १९ गते प्रकाशन गर्ने निर्णय भए पनि उक्त सूचनासमेत पत्रिकामा प्रकाशित नभएको अख्तियारले जनाएको छ। त्यस अवसरमा पनि अध्यक्ष गुप्ताले नै टिप्पणी सदर गरी एजेन्सीलाई कार्यादेश दिएको र एजेन्सीको सूचनाका आधारमा १ लाख ९५ हजार ४९० रुपैयाँ भुक्तानी गरिएको पाइएको छ।
अख्तियारले अध्यक्ष गुप्ता, तत्कालीन प्रमुख प्रशासकीय अधिकृत साह, तत्कालीन लेखापाल पटेल तथा एजेन्सी सञ्चालक उपाध्यायबीच योजनाबद्ध मिलेमतो गरी झुटा सूचना प्रकाशित भएको देखाई सार्वजनिक कोषको दुरुपयोग गरिएको, गैरकानुनी लाभ लिइएको र सार्वजनिक हानि पुर्याइएको ठहर गर्दै भ्रष्टाचार निवारण ऐनअनुसार सजाय मागदाबी गरिएको जनाएको छ।
